Those existing in stagnant posts in (BS-16) and above who have availed upgradation before 01.02.2019 can avail second step of Time Scale of Personal Up-gradation (TSPU) from the date of completion of 20 years of regular service or 01.02.2019, whichever whichever occurs later as far as the notification of the Finance Department is concerned. No. FD.PC.40-12/2017 of 19/04/2019 read with Notices / clarifications of
10/07/2019, 26/07/2019, 03/09/2019, 07/10/2019, 03/02/2020 and 16/06/2020.
However, financial benefits would be admissible from the date of issue of this clarification. No arrears should be admissible before this clarification is issued and only the benefit of notional fixation would be allowed from the date of completion of 20 years of regular service or 01.02.2019, whichever is later. In such cases. The specifying bearing No. FD.PC.40-80/2015 (115/19) dated September 3, 2019 would not be applicable.
Those who have been allowed 4-tier service structure after the date of admissibility
of (TSPU) can use 1 or 2 TSPU steps with respect to length of service if
eligible for (TSPU) prior to the date of implementation of the 4-tier service structure v
conditions Notification of the Finance Department No. FD.PC.40-12/2017 of 19/04/2019 read with Notification/clarification of 10/07/2019, 26/07/2019, 03/09/2019,
07/10/2019, 03/02/2020 and 16/06/2020.

01.02.2019 سے پہلے کی گریڈیشن ٹائم اسکیل پرسنل اپ کے دوسرے مرحلے سے فائدہ اٹھا سکتی ہے۔
گریڈیشن (TSPU) 20 سال کی باقاعدہ سروس کی تکمیل کی تاریخ سے یا
01.02.2019 جو بھی بعد میں ہو محکمہ خزانہ کے نوٹیفکیشن کے لحاظ سے۔
No.FD.PC.40-12/2017 مورخہ 19.04.2019 کو نوٹیفیکیشن/وضاحت کے ساتھ پڑھا گیا۔
10.07.2019، 26.07.2019، 03.09.2019، 07.10.2019، 03.02.2020 اور 16.06.2020۔
تاہم، مالی فوائد اس وضاحت کے جاری ہونے کی تاریخ سے قابل قبول ہوں گے۔ اس وضاحت کے اجراء سے پہلے کوئی بقایا جات قابل قبول نہیں ہوں گے اور 20 سال کی باقاعدہ سروس کی تکمیل کی تاریخ یا 01.02.2019 سے جو بھی بعد میں ہو صرف تصوراتی تعین کے فائدے کی اجازت ہوگی۔ اس طرح کے معاملات میں. وضاحتی بیئرنگ نمبر FD.PC.40-80/2015 (115/19) مورخہ 03.09.2019 نہیں ہوگی

وہ لوگ، جنہیں داخلہ کی تاریخ کے بعد 4-ٹیر سرو سٹرکچر کی اجازت دی گئی تھی۔
TSPU کا، سروس کی لمبائی کو مدنظر رکھتے ہوئے TSPU کے 1 یا 2 مراحل سے فائدہ اٹھا سکتا ہے اگر
میں 4 درجے کی خدمت کے ڈھانچے کو متعارف کرانے کی تاریخ سے پہلے TSPU کے لیے اہل
محکمہ خزانہ کے نوٹیفکیشن نمبر FD.PC.40-12/2017 مورخہ 19.04.2019 کی شرائط نوٹیفیکیشن/وضاحت کے ساتھ پڑھی گئی مورخہ 10.07.2019، 26.07.2019، 03.09.2019،
07.10.2019، 03.02.2020 اور 16.06.2020۔
